IDbResourceDataManager.GetResourceStrings

Returns all the resource strings for all cultures for a specific resource Id. Returned as a dictionary.

	string resourceSet,
	bool forAllResourceSetLocales)

resourceId
Resource Id to retrieve strings for

resourceSet
Resource Set on which to retrieve strings

forAllResourceSetLocales
If true returns empty entries for each locale that exists but has no value in this resource set
