Where is that routine in 5.x? I've got two applications I migrated up from 4.35 and these files don't automatically go away. I would like to find out why but have not had the time...

Trying to automate some cleanup scripts and want to know if these .ret files can be removed on a weekly basis.

Yes they can be deleted once they are older than the request timeout.

If you're running Web Connection 5.x those files will automatically be deleted once they've timed out as there's a background routine that cleans up any 'leftover' files.
