Adds default Web permissions to the WebConfiguration object.

The task does the following:

• Looks up IIS default anonymous User
  
• Adds that user
  
• Checks for IIS 6 or IIS 5 or ealier and adds NETWORK SERVICE/ASPNET with Full Access
